Caterpillar Inc. recently announced plans for significant new investments to its manufacturing facilities in East Peoria and Decatur. The company plans a capital investment of about $340 million for production of large track-type tractors in East Peoria, and nearly $300 million to increase capacity for large mining trucks produced in Decatur. These expansion announcements are in addition to the September announcement of a $200 million modernization project of the East Peoria plant aimed at the export market.
The Economic Development Council for Central Illinois uses economic impact modeling to determine the influence that new businesses and jobs can have on the regional economy. Caterpillar reportedly expects these expansion projects to bring an additional 300 jobs to the region. The EDC estimates those 300 jobs will spur an additional 162 indirect, induced and/or support-type jobs outside of Caterpillar, which brings the actual total to 524 new jobs created in the region. The addition of 524 jobs is expected to have a more than $260 million impact annually to our regional economy.
On the heels of the new Bass Pro opening, the East Peoria City Council approved a tentative agreement with Cullinan Properties to bring Target and Costco to the new East Peoria/Downtown project. Construction near the proposed site is expected to begin next summer, with openings expected in 2013. The deals have not been finalized, as other agreements must be in place for the project to move forward. Additional details are expected to come in the near-future.

Last week, Peoria NEXT announced Grant Brewen as its new CEO. Brewen is currently head of the Biotechnology Research and Development Corporation (BRDC), housed at the USDA’s National Center for Agricultural Utilization Research Lab in Peoria since 1988. He will continue in that position, as well as his new role at the helm of Peoria NEXT. BRDC, under Brewen’s leadership, was one of a dozen anchor organizations involved when Peoria NEXT was formed in 2001.
Caterpillar Inc. recently announced plans for significant new investments in its manufacturing facilities in Decatur and East Peoria. The company plans to invest nearly $300 million to increase capacity for large mining trucks produced in Decatur. An additional capital investment of about $340 million is planned for production of large track-type tractors in East Peoria. The company expects the additional truck capacity in Decatur to be installed by 2016. The work to expand large track-type tractor production in East Peoria is expected to be completed by 2015.
The Morton Chamber of Commerce announced the development of Leadership Morton, a new local leadership program. Leadership Morton will begin on January 11, 2012, and end on March 14th, meeting weekly from 7:30am to 10am. The program will incorporate leadership skills education and provide a broad understanding of public issues, workings of state and local government, civic challenges, and the role the community and organizations play in problem solving. The Salvation Army held a ribbon cutting last week to open its Veterans Outreach Center. Its staff, with the support of groups like the Veteran’s Outpatient Center, Military Order of the Purple Heart, Disabled Veterans, Department of Veterans Affairs, VFWs, and American Legions, will provide services for homeless and at-risk veterans. That ship was last heard of in 1501, but the new Niña has a different mission. We are a floating museum, and we visit ports all over the Western Hemisphere.

Pinta - Our Second Columbus Replica Ship
Pinta was recently built in Brazil to accompany the Nina on all of her travels. She is a larger version of the archetypal caravel and offers larger deck space for walk-aboard tours and has a 40 ft air conditioned main cabin down below with seating. Pinta is available for private parties and charters.

Worst Timing Award

In 2009 I was fortunate enough to win the coveted Worst Timing Award for my support for an Enterprise Zone incentive for a new building on Main Street in Peoria. The Peoria Journal Star and the Peoria Chronicle opposed the incentive.

To successfully lead redevelopment city officials must take some risks even though they know they will be criticized in the media and on blogs. Local governments provided a limited four year incentive on property taxes to help obtain a permanent tax paying development.

The building is now completed, adding jobs, property tax, utility tax and hopefully sales tax to our economy. It was built during this tough economy in part because of the incentives provided. It stimulates an older neighborhood in the Heart of Peoria. It brings life and vitality to an area that had been in decline for many years and shows that our older neighborhoods can be renewed.

I thought it was the right thing to do then and now and I am proud to have won the award.

Ten Bradley University students have secured highly sought-after internships with NBC at the 2012 Summer Olympic Games in London. The network conducted a series of on-campus interviews in April before selecting the students, who were in competition with students from a select few of the top universities across the country. Interns will fulfill a variety of duties, ranging from front-line tasks in London to behind-the-scenes production jobs in New York City. The internships will last from three to five weeks next summer.
The Tazewell Count House of Hope and The Center for Prevention of Abuse announced the consolidation of services for victims of violence and abuse. The House of Hope has operated in Pekin as an emergency shelter for battered women and children since 1998. Services for House of Hope residents will be integrated with the broad range of programming offered by the Center.
Illinois Central College will offer a four-session course on the early history of Peoria during the fall semester as one of its non-credit Adult Community Education Programs. The course, titled "Four Flags over Lake Pimiteoui," will be taught by Mark Johnson, a trustee of the Peoria Historical Society, and will cover 213 years of the early history of Peoria, from 1622 through 1835. Last night, the Peoria County Board named Lori Curtis Luther as the county’s next administrator after conducting a national search for candidates to replace Patrick Urich. Luther is currently city administrator for the City of Waukesha, Wisconsin, with more than 14 years of experience in local government management. She will start in August. Interim Administrator Greg Chance will remain in his current capacity until September.
Goodwill Industries of Central Illinois will offer “The Power of Work,” a free, comprehensive approach to job placement. Participants will receive extensive training in the skills most sought after by local employers. The program begins on August 1, 2011, and classes take place at the Goodwill Peoria Learning Center, as well as local businesses. Participants will be trained in customer service, soft skills, organizational skills, career development, job transitioning and many other areas. Registration is limited. The Peoria Civic Center is offering a “PICK 3” option for its 2011-2012 Broadway Theater Series. I love his blog, but respectfully disagree with his opposition to the Heart of Peoria redevelopment efforts. If an older city does not lead the redevelopment of its older central city, it will continue to decline.

Take a look at beautiful downtown Harvey and Gary. I know these cities well. Most of their efforts to rebuild their central city were too little, too late. A visit to their down towns might convince a skeptic that a city must rebuild itself, or give up and move out.

We would all prefer that we did not have to incent the redevelopment of our older cities, but that is not reality.

People are angry about taxes and incentives to the private sector. I understand that anger. But these folks should also understand that a decision not to incent redevelopment is a decision to give up on your older areas.

Downtown Peoria has some outstanding advantages that Harvey and Gary did not share. Our City overlooks the Illinois River, providing a great view. Our downtown is fortunate to have two great hospitals and a corporate headquarters of Caterpillar, a very successful company that cares about its home town. And the interstate runs through downtown, providing great access.

Still, incentives are required to rebuild the older parts of the city. Developers go where they are certain they can develop and get a great return. Redevelopment is much more costly and high risk then greenfield development. We have to equalize these costs through incentives if we want private sector renewal.

In a DOT press release this week, Transportation Secretary Ray LaHood makes a $1.58 billion commitment to fund the New Starts program.

Aiming to reduce the nation's dependency on petro, improve public transportation access, and mitigate air quality, LaHood approves funding for the 9 existing, 7 new, 9 proposed, and 2 other transit projects that will greatly expand America's network of light rail, subway, BRT, and streetcar systems.

"America’s long-term economic success requires investing now in transportation infrastructure capable of moving people and goods more safely, efficiently and quickly than ever before," LaHood asserts.

As head of the agency that oversees New Starts, Federal Transit Administrator Peter Rogoff adds, "Our investments in expanding America’s transit networks will not only improve reliable transportation access for communities across the country, they will support construction jobs and economic development."

The Hult Center for Health Education and Cancer Center for Healthy Living announced a merger of the two nonprofit organizations. Founded in 1996, the Cancer Center for Healthy Living offers free programs and services to cancer patients, survivors and caregivers. The Hult Center opened in 1990 and is home to five state-of-the-art interactive learning centers, classrooms and an auditorium. The combined organization, which already shares a location and a similar mission, will be better equipped to assist the community with the various dimensions of health: social, emotional, spiritual, environmental, occupational, intellectual and physical. Matt George will serve as executive director for the combined organization. Each organization will maintain its own name and continue its respective programs.
The Metropolitan Airport Authority of Peoria announced that the new, state-of-the-art $65 million terminal building at the General Wayne A. Downing Peoria International Airport has officially opened. A ribbon cutting ceremony and press conference will be held today at 10:30am.
Knotty Outdoors, a company created to give women and men a modern alternative to hunting apparel and accessories, was the winner of the 5th annual Project Springboard Business Plan competition, held earlier this week. Five finalists presented their business plans before a panel of judges in the Michel Student Center at Bradley University. The plans are judged on the greatest market viability or potential to acquire outside funding. The competition, open to Bradley students of all majors, was established in 2006 to encourage students to think entrepreneurially.
The Illinois River Road National Scenic Byway is cashing in on a growing phenomenon called geocaching, a high-tech treasure hunting game. The Byway organization and the Peoria Area Convention and Visitors Bureau will kick off its geocaching program on Saturday at 10am. Ninety caches will be placed along the Illinois River Road National Scenic Byway from Ottawa to Havana. Bradley University will hold a topping out ceremony on May 2nd at 12:30pm to mark a milestone in the $22 million Westlake Hall expansion and renovation project. A steel beam signed by students, faculty and staff will be lifted into place on the gable on the west side of the building addition. The expansion is one of six building projects included in the $150 million Campaign for a Bradley Renaissance that launched in 2008. Construction began last summer and is expected to be completed in summer 2012.

PROPOSED EAST VILLAGE GROWTH CELL WOULD ENCOMPASS MORE THAN TWICE THE SIZE OF THE CITY'S BIGGEST TIF DISTRICT.

"It hasn't been an easy process in developing Peoria's latest, and most unique, tax-increment financing (TIF) district.

The evolution of the East Village Growth Cell, the first TIF in Peoria aimed at revitalizing a neighborhood area, has its share of critics including Peoria School District 150. It also has its supporters, including some residents who believe it's time to fix up one of the city's oldest and most core neighborhoods."

The new TIF would help the restoration of the historic Armory Buildimg. The building would be a great space for Caterpillar, OSF, Methodist, or for storage.

Redevelopment of the building could be helped with Enterprise Zone and TIF incentives, and historic tax credits. This great building could be brought back to life quickly.

School District Consolidation Legislation

This is a good idea but very difficult politically. It could save a lot of money, and help inner city school districts by merging them with suburban districts.

"School district consolidation is gaining some momentum, at least legislatively.

One bill headed to a state-level county and township committee would dissolve current school districts and abolish those boards (outside the city of Chicago) next year in favor of new boundaries, that mostly follow countywide boundaries."

Peace Corps Director Aaron S. Williams will join Congressman Aaron Schock and William C. Lane, Caterpillar Inc.’s Washington Director for Governmental Affairs, for a panel discussion on international engagement tonight at Bradley University. The presentation, entitled “Paths to Global Engagement,” will begin at 4:15pm in the Marty Theater in the Michel Student Center. It is free and open to the public. The discussion will cover individuals’ roles as global citizens and provide an opportunity to learn more about volunteering for the Peace Corps.

Data from the 2010 U.S. Census was released yesterday, showing a 1.8 increase in population for the City of Peoria, from 112,936 in 2000 to 115,007. This increase marks the reversal of the downward trend in population since 1970. Census data is important in determining the allocation of federal and state funds, proper representation in voting districts, and as a key source of strategic planning data. The City’s Department of Planning and Growth Management will be releasing census reports to coincide with future data releases by the Census Bureau. Demographic profiles, including selected population and housing characteristics, will be released in May, with additional reports following from June to August. All census data compiled and analyzed by the City will be available at ci.peoria.il.us.
Eureka College announced the receipt of a major gift from New York investment adviser Mark. R. Shenkman to create the Mark R. Shenkman Reagan Research Center in the Melick Library on campus. The center will purchase all of the approximately 1,000 books written about Reagan and be open to area residents and scholars from around the world. It is expected to be completed by this fall.
WCBU, the public radio service of Bradley University, announced an upcoming format change this week. Beginning March 7, 2011, the station will offer all news, information and entertainment programming on 89.9 FM, with expanded classical music on its digital frequency, WCBU 89.9 HD2. The new program schedules, additional information on HD radios, and a “Format Change FAQ” are available at wcbufm.org.

The 150th anniversary observance of the Civil War begins this Friday, February 11th, exactly 150 years after Abraham Lincoln left Springfield on his inaugural journey as president-elect. At 11am on that day, Lincoln’s famous departure speech will be re-enacted worldwide to break a Guinness World Record for the most people reading aloud from the same document simultaneously. Peoria County’s National Citizen Survey is now online, through Monday, March 7th.The NCS is a comprehensive survey developed by the National Research Center that gauges citizens’ perceptions of service delivery, quality of life, potential problems and other community issues. Current Peoria County Administrator Patrick Urich has been officially hired as the 16th city manager of the City of Peoria. He will begin his tenure on April 18th. The Peoria Public Library is looking for people to tell their stories about Peoria history! A Message From Jim McConoughey

Recently a group of public elected officials from the tri-county area got together to address the issue of the recent state income tax hike. Representatives from Peoria, Woodford and Tazewell county boards as well as area mayors and economic development professionals were in attendance. The focus was on how to continue successful economic development in the wake of this huge tax increase. This big change just happened and we already have our regional public elected officials working together and focusing on the issue to represent their constituents, this is a big step in the right direction.

Peoria MSA Unemployment Drops Again

Peoria MSA unemployment numbers have dropped again. Unemployment for December 2010 is 8.8% down from 9.3% in November 2010.

2011 State of the City

Nearly 600 people were on hand to hear Peoria Mayor Jim Ardis' assessment of the city, particularly from a financial standpoint and the challenges ahead for 2011. He touched on the city's crime problem, the budget deficit, and ways to streamline city services including the potential merging of the sheriff and city police departments. He encouraged people to volunteer and get involved in making changes in our community. Many in attendance said Mayor Ardis’ State of the City Address, was right on the mark.

PACVB Keeps Busy

In 2010, the Peoria Area Convention and Visitors Bureau brought in 192,000 people for sporting events and conventions. Leisure tourism, like the Festival of Lights, Red White and Boom, and Spoon River Valley Scenic Drive draw around 200,000 every year. It's estimated that each traveler in Illinois spends $130 per day which means the economic impact in 2010 was somewhere around 26 million dollars.

President Obama, please release former Governor Ryan to be with his wife. I don't disagree with his punishment. I realize you will be criticized for your action. But I think it would be humane to let him be with her. They both are very nice people.

An attorney for imprisoned ex-Gov. George Ryan says Ryan's wife remains hospitalized and her condition is largely unchanged since doctors admitted her in early January saying she may have only weeks to live.

The City of Peoria and County Administrator Patrick Urich are discussing the possibility of Urich becoming the Peoria City Manager. My wife and I have both been in local government work as city managers, planners, and consultants for over 35 years. Urich is one of the best managers we know, and an excellent fit for the City.

He did a great job at the County, and would do a great job for the city. He would hit the ground running since he knows the city, lives in the Heart of Peoria and understands the needs of the City. Here is hoping then can reach an agreement.

There has been some discussion about hiring a local guy without city management experience. It would be far better to hire a local guy who has extensive public management experience. It is a difficult job.
