Redevelopment assisted by Tax Increment Financing (TIF) is very effective in the City of Peoria. The City created three new TIF's in 2007-2009 and approved twenty redevelopments - some during the "great recession".


Total investment in the buildings is estimated at $336,000,000, creating approximately 1,050 jobs. And there are many more developments in the works.

Build the Block Retail

The City of Peoria is seeking a developer to create a quality commercial development to be collocated with our new multi-million dollar Build the Block development. The site faces Water Street and the Illinois River, adjacent to the new Museum and Caterpillar Visitor Center. The site is in the Enterprise Zone and TIF District.





The drawing above is the site plan for the Block. Retail areas are shown iRED.  

The Museum building is BLUE, and the Caterpillar building is YELLOW.  The balance of the parcel is an urban park and circulation space with sculpture and landscaping.

The retail faces is on the southeast side of the two block site facing Water and Liberty Street.  The larger area is about 16,000 gsf, and the smaller area about 5,000 gsf.












The Band Was Playing Last Wednesday on Water Street













The band was playing last night in the Warehouse District on South Water Street. Great crowd. It was a beautiful evening.  The Kelleher's block provides great shade for the people. 

The urban environment is great - even the slow moving locomotive idling past added 
to the theme.

PEORIA IS LOOKING FOR A FEW GOOD DEVELOPERS OCTOBER

Peoria IL is looking for quality developers

The City of Peoria is looking for a few good developers to redevelop our historic core. We offer public private partnerships that provide Federal and State historic tax credits of up to 45% of investment, TIF reimbursements and infrastructure improvements that can approach 60% of new fair market value, and an enterprise zone with no sales tax on building material. 

Market Research by Tracy Cross estimates that we can build nearly 200 units a year in and near our downtown. Our economy is strong and interest rates are still low. Now would be a good time to move forward with a development in the Heart of Peoria.

The $200 million dollar Build the Block project is now complete and the new CAT Visitor Center and Museum open. The $93 
million dollar Per Marquette Hotel is just reopened and the adjacent Marriott Courtyard hotel under construction. We are spending $30 million dollars on attractive new urban streets. CAT is planning a major new Corporate Headquarters.
